4. General Business
- Fireworks on the Line: The Excelsior Chamber of Commerce is out of the fireworks business, putting the Fourth of July show at risk this year. The Excelsior Morning Rotary will fund the fireworks and barge but needs nearby cities to cover about $21,000 in public safety costs. The council voted unanimously to contribute up to $8,933.77. No permits have been issued yet and there is not a finalized contract. City Administrator Mark Nevinski warned the show might not happen. Tonka Bay, Excelsior, and Greenwood vote this week.
- Council overrides staff recommendation to pause Shorewood’s annual deer harvest program: The January aerial survey counted 44 deer—below the 75-deer target. However, the council voted unanimously to continue the hunt citing doubts about the accuracy of the aerial count and potential loss of continuity. Volunteer bow hunters will run the hunt for three fall weekends at no cost. The program totals about $3,600 a year to administer. The council plans to revisit the wildlife plan and survey method at a work session.
- Shorewood 2050: Your Chance to Shape the Next Decade: Planning Director Jake Griffiths launched the city’s once-a-decade comprehensive plan update Monday, called “Shorewood 2050.” A community survey goes live this week at shorewoodmn.gov asking what residents value and want next. The plan covers land use, housing, transportation, parks, and—new this time—requires climate and natural systems chapters. Outreach runs through 2027, with adoption expected by year’s end.
Other actions at this meeting:
- The Planning and Park Commissions both adopted formal bylaws for the first time, modeled after the city council’s own bylaws adopted earlier this year.
- The Park Commission will pilot a youth commissioner role open to Shorewood residents aged 16–18, with plans to connect with Minnetonka High School for recruitment.
- The Planning Commission will experiment with an alternate commissioner position to ensure quorum on land use applications.
- A hazardous building on Club Lane has been demolished following council approval of a demolition contract, with staff reporting positive feedback from neighbors.
- City code was quietly updated last fall to eliminate assessments for water main installations — a change City Administrator Nevinski acknowledged wasn’t clearly communicated at the time.
