Below are 10 projects in various stages of development in, and around, Shorewood
#1 26275 Smithtown Road
A minor subdivision and variance was requested for a single family home. The divide would create a flag lot. A variance was needed because the lot did not have adequate street frontage. The variance was approved 3-2, with two council members stating that there was not enough hardship to merit a variance. According to the Comprehensive Plan, flag lots are not allowed in Shorewood. However, this one was approved.
#2 25955 Smithtown Road
A proposed development of approximately 3 acres, the long narrow property extends north and south from Smithtown Road to Wild Rose Lane. Three homes are planned.
A 2.3 acre parcel of the former Hoy (the Pumpkin Man) property has been sold and will be subdivided into three lots. The builder advertises them as “Three ‘Oversized” Executive homes.” “Oversized” is not explained. This has not yet come before the Planning Commission.

#4 24560 Smithtown Road
Located on Smithtown Road, this property is immediately west of the apartment building adjacent to the American Legion parking lot. Previous proposals for the parcel have fallen victim to zoning and comprehensive plan discrepancies. This is the third project proposed by the owner, AdMark. The council voted down a previous submission for a “car condo”. This current PUD proposal came before the council on August 12. The result was the council asking the developer to (1) reduce impervious surface, (2) increase the driveways to 20’ in length and limit the site to 7 separate structures of approximately 1200 sq. ft. each, which may lead to a lower purchase price. As of December 1, the revised plan has not come back to the council for review.
#5 40 Lilah Lane, Tonka Bay
This project is in Tonka Bay. It involves two existing lots that total just under one acre. The property bumps up against the large wetland on Pleasant Avenue and City of Shorewood woodland property to the south. As of December 1, the site has undergone some excavation and appears to be “put to bed” for the winter.
#6 20325 Excelsior Boulevard
The applicants asked for an extension of plat approval on November 25. This property was historically an eyesore and has been rumored to have harbored a buried train locomotive. The prior developer cleared the property before selling to the current owners. Per Redfin, the site has been approved for two Twin-Homes/Side by Side Townhomes totaling four units. Redfin, also suggests the location and neighborhood support upper bracket price.
#7 6180 Cardinal Drive
On October 12, the council approved the preliminary and final plat, along with a variance to waive the 100-foot frontage requirement for each lot on a 4-1 vote. The property is steeply sloped and has a significant pond on the north side. The property accommodates three 20,000+ square foot lots.
#8 20430 Radisson Road
Maple Shores Community located on a parcel between Hwy. 7 and Radisson Road, when finished will have seven prairie style townhome units which are currently under construction. Starting price is $1,550,000. Learn more:
#9 25495 Park Lane
Located at the intersection of Eureka Road South and Hwy 7, Walnut Grove Development has 13 villas advertised as “single level luxury living”. The units are currently under construction with starting prices of $1,100,000.
#10 Lake Park Villas (former Truffle Hill)
This development is being done with a PUD which means both the city and developer made concessions to the ordinance to make it work. The model twin home is nearing completion. Sizes start at 2,988 sq.ft. of living space with a 4,299 sq.ft. lot. The homes are starting at $1,300,000.
