3. MATTERS FROM THE FLOOR
Read recent history of Matters From the Floor This is an opportunity for members of the public to bring an item that is not on tonight’s agenda to the attention of the City Council. Anyone wishing to address the Council should raise their and, or if attending remotely, please use the “raise hand” function. Please identify yourself by your first and last name and your address for the record. Please limit your comments to three minutes.
4. GENERAL BUSINESS
A. Report by Commissioner Longo on 10-07-25 Planning Commission Meeting
B. Tingewood HOA (Video start min. 05:35) Common Area Minor Subdivision & Planned Unit Development (property is between Radisson Road and Hwy 7 off Tiffany Lane)
MOTION to approve minor subdivision. All in favor.
C. Front-End Loader – (video start min. 17:29) Public Works Morreim
The loader is in the capital improvement budget for 2026 per the equipment replacement schedule. Approval at this meeting would mean delivery in early 2026. Also if approved, the council will amend the 2025 budget even though payment would not be made until 2026. This equipment would include a versatile snow plow attachment that is better for parking lots and can still be used on roadways.
D. Residential Recycling Services Contract – (video start min. 25:55) Communications Wilson
E. Pond Maintenance formerly Item 4J on consent agenda. (Video start min. 32:29) DiGruttolo asked for clarification on the $7k surplus and was informed it will remain in the storm water fund. Morreim explained “older ponds” are prioritized for pond maintenance which is part of the city’s MS4 permit requirements. Up until now not a lot of work has been done. Age and the current condition of the pond compared to the original design are parts of prioritization. Worst condition ponds are prioritized. A sediment analysis can determine the budget amount for the repair work. Gaining access to the ponds is a challenge and can add to the cost, along with a contaminated sediment sampling.
MOTION to approve final payment for 2024 pond maintenance packet. All in favor.
5. STAFF AND COUNCIL REPORTS (video start min. 42:40)
A. Staff

- Parks-Czech: Planning for Arctic Fever; Kraus Anderson has done some inspection on the SCEC and more info will come in the coming weeks; open house October 28 for parks master plan from 6:00-7:00.
- Public Works-Morreim: Buckthorn removal mainly at Freeman; tree contractor work is nearly completed with a significant amount of ROW clearing on Radisson Road; stump removal will start later this fall when the city gets its new stump grinder; crack filling has been completed on various streets; fall sweep continues and it is going well; borrowed equipment to refresh line striping and crosswalks which could minimize the contractors used for this task; speed signs will be installed next week one along Cathcart Drive is certain; there will be a change order for additional quantities of materials and tree removal.
- City Engineer Budde: Absent.
- Finance-Schmuck: Absent.
- Planning-Osloski/Griffith: Thanked Will Ruoff for his service; approved RFP for 2050 comp plan process, 2nd weekend of deer management resulted in only 1 harvested, the first weekend yielded 12; construction projects are closing out for the season; he is working with city of Tonka Bay on the previously discussed land swap; the Dec. 2 planning commission meeting will be cancelled.
- Clerk-Thone: Absent.
- City Attorney: None.
- Administrator: A controlled burn is scheduled at the yellow house at Eureka Road and Hwy 7; MNDOT has completed recommendations on Hwy 7 (read SCA Oct. 14, 2025) and posted them on its website; Minnetonka School District has an election, check Shorewood website for polling places on Nov. 4.
B. Mayor and City Council (video start min: 54:09)

- DiGruttolo: Suggested factoring the effects of climate change into later dates for street sweeping (leaves are dropping later) and the deer hunt and asked Morreim if he would take her on a city-owned ROW ride-along to learn more about what is being done by Public Works regarding the ROWs.
- Maddy: Attended Riley/Purgatory/Bluff Creek Watershed event.
- Gorham: None.
- Labadie: Attended a Hwy 7 corridor committee meeting organized by SLMPD.
