Summary of Shorewood City Council Meeting November 10, 2025

SCA provides a brief summary of Shorewood City Council meetings for transparency, accountability and resident education.

WORK Sessions are held the same night as council meetings. They generally start at 5:30 pm. The sessions are not broadcast live, but are recorded and can be viewed at the end of the council meeting recording (scroll down).

1. CONVENE CITY COUNCIL MEETING

The Consent Agenda is a series of actions which are being considered for adoption
this evening under a single motion and will have no discussion by the Council.

3. MATTERS FROM THE FLOOR

This is an opportunity for members of the public to bring an item that is not on tonight’s agenda to the attention of the City Council. Anyone wishing to address the Council should raise their hand, or if attending remotely, please use the “raise hand” function. Please identify yourself by your first and last name and your address for the record. Please limit your comments to five minutes.

A. Barry Brown: Shorewood Oaks (start min. 01:17): Asked the council to put the Bolton & Menk engineering contract out for bid, before renewing, because it has not been bid on for 9 years. Since that time, services and prices have changed.

4. GENERAL BUSINESS

A. Presentation from Rep. Andrew Myers (start min. 04:52): Myers gave a report on the impact of legislation on local government, including amendment to open meeting law to allow members to attend remotely. Political subdivisions may now post legal notices on their website instead of newspapers. He said he tries to connect with mayors whenever there is state level discussion about changes impacting local government

B. Park Report-Czech: Summarized the park master plan open house which was attended by 10-12 residents. Master plan discussion was a review of the draft plan line by line. The commission assigned a priority to each item. Also at the meeting, Minnetonka Baseball made a presentation. The Oktoberfest event was reviewed resulting in staff assigned to bring back ideas and recommendations for future events.

C. Public Hearing – Certification of Assessments for Unpaid Charges (start min. 21:37) Schmuck explained that delinquent utility bills are reviewed annually; 256 individuals were notified, with 116 remaining unpaid. Any utilities 90 days past due as of July 31 are notified that non-payment will result in an assessment. Along with the notice is an opportunity to appeal. Residents are also given advice about payment options or assistance in making payment.

The public hearing was opened and closed without public comment.

5. STAFF AND COUNCIL REPORTS (start min. 27:53)

A. Staff

  • Tentative Upcoming Agenda Items: no discussion.
  • Public Works-Morreim: Public works is doing winter prep and a second round of sweeping starts next week.
  • Finance-Schmuck: She is pulling together data for the final review of the 2026 budget and CIP at the December work session.
  • City clerk-Thone: The Senior Partners are hosting a Veteran’s Day luncheon at the Community Center.
  • Attorney: Nothing.
  • Admin. Nevinski: 18 new home permits have been issued year to date; the last weekend of the deer management season is coming up.

B. Mayor and City Council (start min. 31:48)

  • DiGruttolo-nothing.
  • Gorham-spent time at the Cub Foods Hwy 7 popup on Nov. 8. His takeaway was the lack of good messaging on the study and project.
  • Maddy-nothing.
  • Labadie: Attended the park open house; and various other regional mayor meetings.
