Summary of Shorewood City Council Meeting – May 12, 2025

To increase transparency and resident education, SCA is providing a quick summary of Shorewood City Council meetings. Links to the meeting video are included with each item.

Present: Gorham, Sanschagrin, Labadie, Maddy, Nevinski, City Attorney, Clerk/HR Thone, City Planner Griffith, Finance Schmuck, Engineer Budde, Public Works Morreim, Parks Czech

Absent: DiGruttolo

1. CONVENE CITY COUNCIL MEETING

2. CONSENT AGENDA: These items have been reviewed by city council and city staff and there shall be no further discussion by the council tonight on the Consent Agenda items. Any council member or member of city staff may request that an item be removed from the Consent Agenda for separate consideration or discussion. If there are any brief concerns or questions by council, we can answer those now. Motion to approve items on the Consent Agenda & Adopt Resolutions Therein:

MATTERS FROM THE FLOOR This is an opportunity for members of the public to bring an item that is not on tonight’s agenda, but related to the governance of the City of Shorewood, to the attention of the City Council. SEE AGENDA for full rules for Matters from the Floor.

4. REPORTS AND PRESENTATIONS

A. Public Works Week: PW Morreim recognized his staff for their versatility in managing the many differing tasks that comprise their jobs.

5. PARKS

A. Report by Commissioner Hirner on 04-22-25 Park Commission Meeting: Hirner reported on an uneventful meeting. Considerable amount of time was spent on improving existing events and functions of the commission with the help of Director Czech. Time also spent on the Master Plan, and the Handbook.

6. PLANNING

A. Shorewood Carriage Homes PUD/Preliminary Plat

Applicant: Admark, LLC/Mark Kaltsas

Location: 24560 Smithtown Rd

MOTION TO APPROVE: 4-0

B. Vacation of Easement

Applicant: Heidi & Craig Johnson

Location: 27940 Smithtown Rd

MOTION TO APPROVE: 4-0

C. Fence Height Conditional Use Permit

Applicant: Richard Pearce

Location: 5905 Grant St

Discussion was detailed regarding a fence built not according to the plans submitted in violation of the zoning code. The owner has now requested a conditional use permit to leave the fence at 8 feet high in one spot, as constructed.

MOTION to approve tied: 2-2 (Gorham and Sanschagrin opposed)

MOTION to reconsider: 3-1 (Sanschagrin opposed)

MOTION to approve: 3-1 (Sanschagrin opposed)

7. ENGINEERING/PUBLIC WORKS

No report.

8. GENERAL/NEW BUSINESS

No report.

9. STAFF AND COUNCIL REPORTS AND DISCUSSION

A. Staff

Parks/Czech: Tree planting held at Freeman Park last Saturday

• Public Works/Morreim: Tree watering happening and hydrant flushing along with valve exercising.

• Engineering/Budde: Working on a date for the Mill Street public meeting

• Planning/Griffith: Building season is on its way

• Finance/Schmuck: Billing policy will be on the next consent agenda

• HR/Thone: Contacted planning commission candidates for vacancy, and interviewed for the city planner, a recommendation will be made next week; five responses to the organics RFP have been received.

• Attorney: None

B. Mayor and City Council.

Gorham: Thanked Comm. Eggenberger for his service

Sanschagrin: Offer of $679k has been received for sale of the LMCC building. The organization will be downsized. The LMCC should continue on for about 10 more years based on revenue projections.

Maddy: Thanked Comm. Eggenberger for his service.

Labadie: None.
