1. CONVENE CITY COUNCIL MEETING
The Consent Agenda is a series of actions which are being considered for adoption this evening under a single motion. These items have been reviewed by city council and city staff and there shall be no further discussion by the council tonight on the Consent Agenda items. Any council member or member of city staff may request that an item be removed from the Consent Agenda for separate consideration or discussion. If there are any brief concerns or questions by council, we can answer those now.

A: Tour de Tonka-Kim Carlson (p. 83)
– 20th year, Saturday, August 2, 2025
5. PARKS
A. Report by Commissioner Sylvester (p. 85) from the 06/24/2025 Park Commission Meeting
– Tonka United met with the commission and added to their wish list: turf fields, lights for night play, and improved parking.
– Commissioners are doing self-guided tours this year with feedback tied to QR code.
– Shalo Lee will perform at Music in the Park on July 17.
– Bolton & Menk will be present at MIP to get feedback from residents.
– More discussion about the park planning process
6. Planning:
A: Request to remove from “Table:” Subdivision Ordinance Code Amendments (p.175)
Location: City Wide Ordinance 617
Applicant: City of Shorewood Resolution 25-064
This item was discussed at the June meeting and was tabled due to a tie vote.
MOTION to remove the item from the “table:” Motion passed 5-0
Continued discussion by the council regarding the ordinance revision:
– Griffith reviewed the process for updating and clarifying the city code to be more understandable while bringing it into alignment with statutory changes and case law.
– Basically this ordinance will control any “development,” including a single lot subdivision, would be required to have access to city water and the access/connection to that water would be paid for by the developer.
– If a proposed subdivision does not have access to city water, the developer can pay to bring it in from the nearest infrastructure, OR the property would be deemed “premature” for development, meaning it cannot be developed.
– Sanschagrin asked how many properties will be impacted: The city has not done a detailed analysis, but has identified about 14 (24+ acres) that could be developed into 6 or more lots. Approximately 190 connections.
– The ordinance does not contemplate how owners will pay for public improvements.
– When subdividing, the existing home, as well as the new home(s) must all connect.
MOTION to adopt Shorewood city code for zoning and subdevelopment regulations. Motion passed 5-0
MOTION to approve Resolution 25-064 for summary publication. Motion passed 5-0
7. Engineering & Public Works – None.
8. A Formerly Consent Agenda 2B:
– DiGruttolo questioned the adequacy of the roadway for construction traffic that would handle the demolition. She also asked about the large boulders in the right way and how they impeded traffic. Griffith explained the contractor had already visited the site and there was adequate open space on the property to store the equipment.
– Griffiths said there will be a pre-construction meeting to work out details and there is enough room on the property for equipment storage.
– DiGruttolo questioned the giant rocks and orange poles along the edge of the road.
– Nevinski agreed it is a narrow roadway but thinks some of the parcels were subdivided additional ROW was obtained.
– Nevinski also said any public improvement would require some ROW acquisition.
MOTION to approve 2D now 8A: Motion passed 5-0
Communications-Wilson (p. 218)
– He reported that communications have been on par for past reports, including social media, email and print materials. Click rates and opens are above the industry average at 72%.
– Utility billing, waste and recycling were the biggest searches in April.
– The employment page had some of the most visits in web site history.
– He offered to add further reports if needed.
– Sanschagrin asked what can be done to provide data for CRT (formerly seeClickFix) Griffith asked for further information and said he can provide
Parks-Czech
– RFP for SCED Facility Study has been sent out.
– The park survey is now live on the web city web site.
– This Thursday is Concert in the Park.
– RFP facility study/task force for an SCEC user study.
Griffiths-Planner
– New Planner, Aaron, started several weeks ago.
– Next planning commission meeting changed to August 23.
Clerk/HR-Thone
– New LEO starting July 28 with Public Works
– 10 candidates for the administrative position will be interviewed later this week.
Attorney: No report.
Nevinski:
– Soil is being moved from the Tonka Bay city hall parking lot SCA (Jun 2025).
– Hwy 7 transportation management committee is getting ready to move forward.
– Next week the city will go out for an RFP for auditing service
– Bylaws will be up for review in September
– DiGruttolo-None
– Gorham: Asked for the council seating to be more centralized on the dais, and the by-laws should be amended to show the same.
– Sanschagrin-asked for a standard agenda item that lays out upcoming topics as a discussion item for prioritization. DiGruttolo supported him to provide more predictability. Nevinski said it already exists for the staff and will provide it for the council.
– Maddy-None
– Labadie: SLMPD working on budget; attended LMC annual conference in Duluth.
